Amazon Seller Insurance for Hong Kong Sellers
Selling on Amazon.com through a Hong Kong company? Here is what the November 2026 Accelerator rule says about you, what Amazon checks on a certificate, and how we look for US cover.
Hong Kong and the November 2026 Accelerator rule
From November 2, 2026, Amazon rejects newly submitted insurance policies from sellers based in Mainland China unless they came through the Amazon Insurance Accelerator. Amazon’s September 3, 2026 notice ties the rule to sellers based in Mainland China, and the trade coverage of it does not stretch the rule to Hong Kong. Sellers based everywhere else keep the option of bringing their own insurer.
Amazon already treats the two separately when sellers register. Its Global Selling page for sellers in China lists a Business Registration Certificate for companies in Hong Kong, and a company business licence for companies in Mainland China, where individual business licences are refused. A Hong Kong company registered with Hong Kong documents sits outside the words the reports quote.
Before you choose a route, check two things in Seller Central: the notice as Amazon shows it to your own account, and the business address and documents Amazon holds for you. If any account of yours was registered with a Mainland China business licence, read the notice for that account closely and see our Amazon Insurance Accelerator guide, which compares the program with your own broker.
The rule every Hong Kong seller meets
Whatever the Accelerator question, the standing rule applies to every seller on the US store. Once gross proceeds on Amazon.com pass $10,000 in a month, or when Amazon asks, the seller has 30 days to show commercial liability insurance with at least $1 million per occurrence and in the aggregate. The endorsement names Amazon.com Services LLC and its affiliates and assignees as additional insured, and the insurer carries an A- rating or better.
From the same November date, listings in enhanced-safety categories need the policy at any sales level. Trade coverage names children’s products, cosmetics, ingestibles and lithium-battery products among them, which reaches much of what Hong Kong trading companies list: power banks, wireless earbuds, toys and small appliances. Our Amazon seller insurance requirements page walks through each point, and our product liability insurance page explains the cover itself.
Trading company in Hong Kong, factory across the boundary
Many Hong Kong sellers design, source and sell, while production happens in Guangdong. For a US underwriter, that pattern raises one question first: who stands behind the product when a claim arrives?
A US customer hurt by a product bought on Amazon.com can pursue the seller of record, and a factory in Dongguan is far harder to reach. That puts the Hong Kong company, and whoever acts as importer of record, at the front of a suit. Underwriters ask for the factory names, the supply agreement, and whether the factory’s own policy names your company.
Country of origin needs care too. Under CBP guidance issued after Executive Order 13936, goods produced in Hong Kong are marked “China” when they enter the US, while entry filings keep the HK code for duty purposes. Describe origin the same way on your labels, your product list and the insurance application, so an underwriter is not reconciling three different answers.
What a Hong Kong products liability policy shows
Hong Kong insurers write products liability for exporters, and some wordings reach far. At least one major insurer’s Hong Kong products liability wording lists worldwide jurisdiction and limit as a feature, and also lets a business arrange the policy for designated markets or designated buyers. That flexibility is the reason to read the schedule rather than the brochure: a policy arranged for markets that leave out the US gives no defense in a US court.
A worldwide policy still has to meet Amazon’s certificate points. Ask your Hong Kong broker whether the insurer will issue the additional insured endorsement in Amazon’s exact wording, whether the certificate states the limit in US dollars rather than Hong Kong dollars, and which agency rates the insurer. When any answer falls short, a separate US policy for Amazon.com sales is usually the simpler file, and we request US product liability for Hong Kong companies, with the insurer deciding after it reviews the file.
Documents from a Hong Kong company
Name the company exactly as its Certificate of Incorporation and Seller Central show it, including “Limited” or “Company Limited”. A company with both a Chinese and an English name should give us both, and the certificate of insurance carries the English legal name that Account Info shows.
For the quote we ask for the Business Registration Certificate and Certificate of Incorporation, Amazon.com sales for the last twelve months, the product list with ASINs, each factory’s name and city, and test reports: UN 38.3 summaries for lithium cells, Children’s Product Certificates for toys, and North American safety listings for anything that plugs into the wall. Our lithium battery products guide lists the battery questions in detail.
Keep the Business Registration Certificate current as well. The Inland Revenue Department sends the renewal demand note around the middle of the month before your certificate’s commencement month, and a current certificate keeps the documents in your insurance file consistent with your account.
Fifteen hours ahead, then sixteen
Hong Kong Time is UTC+8 all year, and Hong Kong does not observe daylight saving time. The gap to the US Pacific coast is fifteen hours while US clocks are on daylight time. It becomes sixteen when they fall back on November 1, 2026, the day before the Accelerator rule takes effect.
We work with hundreds of Amazon sellers, and Hong Kong companies are often the ones running several brands across several seller accounts. Send us each account with the legal name behind it, and we keep a separate policy, endorsement and certificate set for each, so every upload matches the account it goes to. The full series is on our Amazon seller insurance hub.
A few useful answers
Common questions
Must a Hong Kong seller buy through the Amazon Insurance Accelerator?
The reports of Amazon’s notice we reviewed name sellers based in Mainland China, and Amazon registers Hong Kong companies with separate documents. Read the notice shown in your own Seller Central account before you choose a route.
Can Mithril1 insure a Hong Kong limited company with no US entity?
It can, once an insurer has reviewed the products and the sales record. We request US product liability for sellers based in Hong Kong, with the Hong Kong company as the named insured and Amazon added by endorsement when the insurer approves.
Our factory is in Shenzhen. Does that make us a Mainland China seller?
As reported, the notice speaks of sellers based in Mainland China, not of where goods are made. The factory location still matters to the underwriter, who asks for it on every application.
Is my Hong Kong products liability policy enough for Amazon.com?
Only when its jurisdiction reaches US courts, the insurer issues Amazon’s additional insured endorsement, and the certificate meets Amazon’s limit and rating points. Check the schedule, not the product leaflet.
Do power banks need insurance before $10,000 a month in sales?
From November 2, 2026, lithium-battery products sit in Amazon’s enhanced-safety categories, which need the $1 million policy at any sales level, for live listings as well as new ones.
